May also consider Enforcement Representative I candidates. Under
close supervision of the Enforcement Supervisor I (ES I) within
an Investigative Center (IC), the incumbent will investigate
reactive complaints from consumers, industry members, Memorandum
of Understanding (MOU)-related partnering state agencies and
others focusing on workers’ compensation (WC) insurance premium
fraud. The Enforcement Representative II (ER II)-Peace Officer
will lead investigators in coordinating criminal investigations
and reactive special assignments including the preparation and
service of search warrants, investigative subpoenas, makes fraud
referrals to the consumer protection prosecutors and California
Department of Insurance (CDI). The ER II-Peace Officer’s
caseload may also include investigations of reactive consumer
complaints based upon rules, regulations, and the Contractors’
License Law. Specific duties include, but are not limited to:
Represents the CSLB in a lead capacity in coordinating reactive
repeat-offender and criminal investigations with other CSLB
investigators, district attorney investigators, consumer
protection prosecutors, and partnering agencies, focusing on
penal code and workers’ compensation premium fraud violations:
Receives, reviews, and investigates reactive consumer, building
department, and industry complaints involving issues of
suspected insurance premium fraud (WC violations). Coordinates
with IC field staff, District Attorney Investigators (DAI), and
investigators at MOU partnering agencies to implement
investigations involving multiple complaints, fraud
investigations, and assists in multiple regional complaints.
Identifies and recommends procedures for potential targeted
investigations. Prepares type-written notes and reports on a
laptop computer from information gathered during investigations.
Typed reports include all statements, documentation, exhibits,
probable law violations, and recommendation for appropriate
disposition of the complaint upon closure. Works closely with
local law enforcement to coordinate surveillance and the
apprehension of individuals with active arrest warrants. Works
closely with CDI investigators and DAI in preparation and
service of Search Warrants, Investigative Subpoenas, Interim
Suspension Orders and Temporary Restraining Orders. Coordinate
and testify as a lead witness for the Board and victims in
preliminary proceedings in matters relating to the construction
industry; Testifies in administrative, criminal and civil
proceedings as needed. Makes criminal fraud referrals based on
consumer and industry complaints pertaining to Penal Code, Labor
Code, and Business & Professions Code violations, focusing on
workers’ compensation law violations. Investigates consumer
complaints for violations of the Contractors License Law
(Business and Professions Code): Performs job site visits to
meet with industry experts and conduct interviews with
complainants. Conducts interviews with respondents and other
witnesses. Prepares type-written notes and reports on a laptop
computer from information gathered during investigations. Typed
reports include all statements, documentation, exhibits,
probable law violations, and recommendation for appropriate
disposition of the complaint upon closure. Testifies in
administrative, criminal and civil proceedings. Provides
instructions and information to consumers, licensees, and other
government agencies; May include attending public outreach
events, community and industry organization meetings. Lead and
coordinate - Incumbent serves in the capacity as the lead person
to guide the development of lower level staff [Enforcement
Representative I (ER I)] by: . acting as a technical and
analytical resource for lower level staff in the interpretation
and enforcement of Contractors State License Board laws, rules,
regulations and licensing classification structure; • training
and mentoring lower level staff in proper work processes; •
providing specific, frequent and consistent feedback to ER Is.
Drives an assigned vehicle to conduct official state business.

The Incumbent must also enroll and successfully complete all
POST Academy requirements for Peace Officers. The incumbent must
also be able to meet requirements for clearance and
certification of “Criminal Offender Record Information” (CORI)
and “California Law Enforcement Telecommunications System” (CLETS).
Title 11, section 703(d) of the California Code of Regulations
requires criminal record checks of all personnel who have access
to CORI. Pursuant to this requirement, incumbents in this
position will be required to submit fingerprints to the
Department of Justice and be cleared before hiring. WHO MAY
APPLY: Eligible candidates who are current DCA state employees
with status in the above classification or lateral transfers
from an equivalent class or DCA persons who are reachable on a
current employment list for this classification. Reference
RPA 622-042 on your STD 678. Candidates whose eligibility is
based on an employment list must submit a copy of their
examination results, indicating their test score. All interested
applicants must submit a standard State Application Form STD 678
(with original signature), and must clearly indicate the basis
of their eligibility in line item number 12 (explanation) of the
STD 678. Only the most qualified candidates will be interviewed.
Appointment is subject to SROA and State surplus policies.
Surplus candidates must submit copy of surplus status letter. A
60-day candidate pool will be established for subsequent
vacancies.
