Description:
The University of California, Merced is the newest and
tenth campus of the University of California system and
the first American research university built in the 21st
century. With more than 5,000 students, UC Merced has
planned for additional student growth until we reach an
enrollment of approximately 25,000 students. With
undergraduate, graduate, and PhD programs, plans for a
future medical school program, partnerships and
community involvement, the UC Merced campus is
continually evolving, requiring talented, knowledgeable
and dynamic educators, researchers, management and
staff.
This position is the primary point of contact for the
Merced campus and UC Merced properties for any emergency
to life or property. Independently responsible for
determining level of emergency response and coordinating
police/fire/ambulance services. The Public Safety
Dispatchers are expected to function autonomously but
are under the general supervision of the Communications
/ Records Supervisor. The Dispatchers use independent
judgment, frequently work under considerable pressure,
caused by emergency conditions in the field and a
variety of complex problem solving, which they are
expected to analyze, prioritize quickly, and make
decisions immediately. Public Safety Dispatchers may
process, distribute, maintain police records and
citations as well as code police reports for use in
Uniform Crime Reporting, Clery reporting and UC
Systemwide reporting as necessary.
Typical duties include, but are not limited to the use
of a Computer Aided Dispatch (CAD) system, the E911
system, campus telephone system, integrated
Telecommunications Device for the Deaf (TDD). Monitor
campus fire alarm system. Restart E911 computer during
failures and to call appropriate entity for emergency
repairs. Respond, analyze various and complex police
camera/alarm systems. Operate a Motorola (three channel)
conventional radio system. Apply various laws that
pertain to Federal Privacy Act, Public Records Act,
penal code, civil code, vehicle code, DOJ policies
regarding CLETS and maintain certain official law
enforcement documents and records. Maintain
confidentiality and discretion in dealing with
controversial or potentially sensitive matters.

Qualifications:
• Ability to maintain excellent concentration, perform
multiple tasks simultaneously while working with
numerous interruptions and noise.
• Ability to work independently, use good judgment and
quickly make complex decisions based on available
information.
• Ability to communicate with diverse populations;
exercise diplomacy and use good interviewing skills to
elicit needed information.
• Ability to operate highly technical equipment.
• Candidates must be California Law Enforcement
Telecommunications System (CLETS) certified, have the
ability to read, interpret, and relay information
obtained from CLETS to officers in the field in a
concise logical format, and use the necessary radio
code.
• Ability to use a computerized radio system by
patching, alert acknowledgement and apply the FCC
regulations with all transmissions.
• Thorough knowledge or ability to learn all aspects of
the operation and procedures of Police, Fire
Departments, campus emergency preparedness protocol as
well as familiarity with Criminal and Civil Law,
University Regulations, Vehicle Code and Municipal
Ordinances.
• Current California Peace Officers and Standards and
Training (POST) Entry Level Test score with a passing
score of 70% or better. (OR) Six months experience in
dispatching work involving the operation of radio
communications equipment.
• We expect applicants to have excellent verbal and
written skills, the ability to use computer devices,
emergency responder radio systems, telephones, and alarm
and security camera monitoring systems.
• Type at a speed of not less than 40 words per minute.
• If you are successful in the oral portion of the
process, you will be required to present an official
typing certificate that meets or exceeds 40 words per
minute.
• Candidates must possess a valid California driver’s
license and must have current U.S. Citizenship or
permanent resident alien status and achieve citizenship
within three years.
• Persons with felony convictions are ineligible.
• We prefer candidates who have completed at least 40
semester units or 60-quarter units of college, but at a
minimum, applicants must possess a valid high school
diploma or GED.
• Bilingual (English/Spanish preferred).

exercise, and extensive background and POST required
