There is one variation where some departments will require the applicant to be certified not when they apply but when they get actually hired. Therefore what would happen is the applicant would get a tentative offer letter, go through an academy on their own, and then get hired. It is becoming more common for departments to look for certified candidates as they save money by not paying to send a recruit to the academy and they do not have to pay the recruit while in the academy.
If the opening is a standard entry level opening the department will pay for the training and pay the recruit while in the academy. As things are more competitive these days, you may want to consider attending a police academy on your own, called open enrollment. Make certain that you meet the requirements of most police departments in the area before you go through the time and money to get certified.
